Postmaster Grade III Promotions ---latest update

Consequent on granting permission by the DOP&T to fill up HSG-I vacancies as per existing recruitment rules, HSG-II officials with three year service are considered for HSG-I promotion. But the Postmaster Grade II officials with minimum five years service are only considered for PM Grade-III promotion as per the Postmaster Grade Recruitment Rules approved by DOP&T. This DISCRIMINATION was brought to the notice of the Directorate by AIPEU Group ‘C’ (CHQ) earlier. On 02.08.2013, detailed discussion was held with Member (P), Postal Services Board. It is informed that Directorate has already called for the detailed particulars, from Circles. On receipt of information the case will be submitted to DOP&T for RELAXATION of five years to three year at par with HSG II officials.

At present the officials of PM Grade-II with more than 5 years regular service in HSG-II + Grade-II are not being considered for promotion to Grade-III even though there are some vacancies of Grade-III after initial constitution which is being done with the above DISCRIMINATION . How it could be stated that there are something for relaxation in min. qualifying service.

    2. IF GRADE-II OFFICIALS MEET CPMG AND ASK FOR GRADE-III, I THINK THAT CAN BE CONSIDERED.IT IS BETTER THEY SOLVE THE PROBLEM AMICABLY.

  2. when the department is going to think about the cadre of postmaster grade II with more than 3 years service in hsg ii + postmaster cadre for promotion to grade 3. kindly inform immediately.

  3. When the offices earmarked for Grade III is manned by PA/LSG official, why the officials who have completed 3 years of service in HSG II+ GRADE II is not allowed even after initial constitution of Grade III in many circle

  4. Grade II officials may be permitted to officiate/work without any extra renumeration on their request. So that many grade II officials can be accommodated nearby the residence of grade II officials. Union should arrange for officiating arrangment on adhoc basis.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
