The Rising Force of Postal Banking in the Retail Banking Market  The Minister for Communications & IT and Law and Justice Shri Ravi Shankar Prasad has said that a group constituted by the Prime Minister consisting of the Secretary of the Postal department is looking into making of a financial institution for Postal savings. He was inaugurating the Postal Savings Banks Forum being organised by World Savings and Retail Banking Institute (WSBI), the National Savings Organisation of the Finance Ministry and the Department of Posts in New Delhi today. He said the present government wants to promote financial inclusion and the Jhan Dhan Yojana is a big effort in this direction. Another programme of the government of ‘Digital India’, which is steered by his ministry, also aims at digital inclusion and digital empowerment of rural poor. Shri Prasad informed delegates from various countries that Post Office Savings Bank is one of the oldest and largest savings institution in the country

VII Central Pay Commission's visit to Mumbai The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies. In its second phase of interaction, the Commission has started holding meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a first-hand impression about the functioning and the condition of service prevailing in different parts of the country. FINACLE ::: TRANSFER OF ACCOUNTS & CERTIFICATES BETWEEN CBS AND NON-CBS POST OFFICES Transfer of accounts/certificates between finacle CBS and non finacle CBS Post Offices. In Sanchay Post, there is a provision to transfer any account to any post office and it generates Advice of Transfer along with Transfer Journals. Certificates issued by other offices can be discharged under the option Discharged at Other Offices after verification.  • In Finacle CBS application, the account can be transferred to any CBS post office only. • Similarly, non CBS post office can transfer account/certificate to Non CBS post Office only.  • In Finacle CBS Application, there is no need to generate any AT or Transfer General or do the pairing.  • Only, the post office, after satisfying the genuiness of depositor, has to change the home SOL (Post Office) of the account and account will be transferred instantly.  • A report can be generated showing accounts transferred from one

KANKINADA HPO (A.P.CIRCLE) ROLLED OUT TO CORE BANKING SOLUTIONS(CBS) PORTAL.
GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
PAYMENT OF INCENTIVE TO POSTAL STAFF ENGAGED FOR ISSUING RAILWAY RESERVATION TICKETS UNDER PRS SCHEME.       This is regarding payment of incentive to the postal staff engaged for issuance of railway reservation tickets under PRS Scheme.      It has been decided by the Department that incentive to the postal staff will be paid at the following rates: a) Incentive for Booking Assistant at PRS Counter     - Rs.3/- per ticket. b) Incentive for Supervisor at PRS Counter                - Rs.1/- per ticket.      It would also entail that such work would be performed over and above the normal duties given to them officially and also that no additional establishment would be asked for nor OTA demanded on that basis.      ( DG(P) No.71-03/2005-BD&MD/Vol.II dated 12.05.2008 )
ENHANCEMENT OF FINANCIAL POWERS OF HSG, HSG-II AND LSG POST MASTERS ( THESE ORDERS ARE IN FORCE. INSTRUCTIONS REGARDING THE EXCHANGE OF CASH REMITTANCES. 48. Instructions regarding the exchange of cash remittances. –  (1) The Head of the Circle is required to prescribe how first class head offices situated at stations where there is no treasury or sub-treasury are to be supplied with funds and how they are to be relieved of their surplus funds. A first class head office may be authorised to exchange remittances with any other head office. (2) When it is not desirable that cash should be sent through the post from one office (head, sub, or branch) to another, the head of the Circle will prescribe the system under which the remittances are to be exchanged. It may be ordered that a special carrier, such as a postman, village postman, overseer or other subordinate, should be employed to convey the remittances, or remittances may be ordered to be made by means of bank-bills (hundi) or in any other way that the Head of the Circle may consider best suited to the needs of the
