MINUTES OF THE POST MASTERS' ASSOCIATION, A.P.CIRCLE GENERAL BODY MEETING HELD ON 05.10.2014(SUNDAY) AT RAJAHMUNDRY.


Dear Post Masters,

            As scheduled, the general body meeting of Post Masters’ association, A.P.Circle was held at Head Post Office premises, Rajahmundry, East Godavari District in a grand way.  President Sri Y.S.R.Srinivasulu, PM(Grade-III), Trimulgherry HO, Hyd; Secretary Sri D.S.K.Prasad, PM(Grade-I), Vijayanagar Colony SO, Hyd, Treasurer Sri M.Srinivasa Reddy, Post Master(Grade-I), Jubilee Hills SO, Hyd and Asst.Circle Secretary Sri D.Chandra Sekhar, PM(Grade-I), S.Kota SO have attended the meeting.  Sri Venkateswar Rao, PM(Gr-I), Mummadivaram SO hosted the meeting.  Sri T.Ammiraju, PM(Gr-III), Anakapalli HO presided over the meeting.  Though due to continuous holidays and non-availability of train reservations, 30 members have attended from various parts of Andhra Pradesh postal Circle and many of our members have extended their solidarity through phone.

            Our Rajahmundry friends Sri Venkateswara Rao and Sri Suvarna Raju, PM(Gr-I), Aryapuram SO made excellent arrangements for the meeting.  The association is appreciating their efforts in the success of meeting. As per agenda, various issues relating to our cadre was discussed in length.  As of now we are getting informal meetings at Circle level for bringing our issues to the notice of kind hearted Chief PMG and we have succeeded to resolve our issues to some extent.  Hence, we should be thankful to our beloved Chief PMG and Circle level administration.  Our association was started in the year 2012 with great ambitions and aspirations for re-dressal of our unique problems arising in our newly created cadre.  We are once again reiterating that we are not against to any union/association, nobody can discriminate our association/members.  We are all know that this cadre was created by the Department to improve/upgrade the functioning of the Post Offices, meet the present day requirement of specialization in Postal office management in the wake of introduction of technology, challenges from market and to increase productivity that it has absolutely become essential and to ensure that key Post Offices are headed by professional managers.”  But during last three and half years after introduction of this cadre, so much ambiguity has been created at field level and no one tries to get clarify these. Often we have humiliated from both sides i.e. administrative and operative side.  However, we have completed almost 4 years journey in this cadre.  No doubt about that we have whole heartedly worked to improve work efficiency of our Post Offices both in technologically and financially.  During regional excellence awards held in Vijayawada Region, many of our Post Master cadre officials taken awards in various categories.

            Therefore we can understood from above that administration will definitely appreciate those working for the Department.  Now we are at middle of the journey.  During 2nd All India Conference of Post Masters meeting held at Jaipur(Rajasthan), mixed opinions came up regarding shifting/joining to All India Association of Postal Supervisors(GL) or getting recognition to our own association.  At this juncture, we need readymade and immediate forum for redressal of our problems at circle level and directorate level.  Though some of our friends are trying to get recognition to our own association, we have no hope to get it by 2015.  During last 3 years our association at circle level made so many efforts in bringing our problems to the notice of higher-ups and succeeded to.  We have submitted one proposal to the VII CPC(Central Pay Commission) regarding our Post Master Cadre through General Secretary, AIAPS(GL), New Delhi and received acknowledgement from VII CPC also.  This is remarkable achievement.  We need deeds not words at this crucial time.

            Sri Y.S.R.Srinivasulu, President and Sri D.S.K.Prasad, Secretary emphasized the above issues and request you to register your opinion regarding shifting/joining in the All India Association of Postal Supervisors(GL), in the meeting.  Sri T.Ammiraju, Sri Venkateswar Rao, Sri D.Chandra Sekhar, Sri Yesu, Sri Ramesh, Sri Y.Satish  Sri MGS Prasad and Sri R.Anil Kumar have given their valuable speeches in the meeting.   Therefore, all attended members unanimously given their consent to join the All India Association of Postal Supervisors(GL) immediately for redressal of our own cadre problems but not against any union/association.  In that meeting attended members were requested to obtain resignation and declaration forms.             Members attend the meeting have unanimously elected Sri D.S.K.Prasad as Convener and Sri Y.S.R.Srinivasulu, Sri M.Srinivasa Reddy as members for formation of circle level committee in the AIAPS(GL) and submitted their names to General Secretary, AIAPS(GL)  on the same day.  In next 2 months, we will conduct another general body meeting at appropriate place and elect circle level ad-hoc body.  After that only we will come into existence.

            It is also requested to send your subscriptions which are due, to Sri M Srinivasa Reddy, Postmaster(Gr-I), Jubilee Hills SO, Hyderabad – 500033 through eMO(not service eMO).  It is also decided in the meeting to subscribe Rs 300/- to All India Association of Postal Supervisors as a onetime measure till Jun 2015 after which the subscription will be deducted from salary.

            We hope that everybody understand our feelings and give support to this action.  Awaiting for declarations from all of you.  Thanking you all for the support.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
