The undersigned is directed to refer to this Department’s O.M. of even no. dated 09.09.2016 on the subject noted above regarding extension of the scheme to travel by air to North East Region (NER) , Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N). As clarifications have been sought from many quarters, it is clarified that the following schemes have been extended for a further period of two years, w.e.f. 26th September, 2016: (i) LTC for visiting NER, J&K and A&N in lieu of a Home Town LTC. Air Travel on LTC once in Ten Years to visit foreign countries – WB State Govt Orders issued on 9.10.2015

The state government of West Bengal issued orders on availing of Leave Travel Concession (LTC) to foriegn countires, such as, Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives… GOVERNMENT OF WEST BENGAL FINANCE DEPARTMENT AUDIT BRANCH No.7370-F(F) Dated: 09.10.2015 MEMORANDUM At present the State Government employees may avail themselves of the benefit of Leave Travel Concession once in service career during the period of five years preceding the actual date of retirement on superannuation for the following kinds of journeys, subject to the conditions as in this department’s Memo Nos. 9924-F dt. 07.12.2005 and 607 -F dt. 20.01.2006. 1. Procedure for booking of air-tickets on LTC-clarification

Press Information Bureau  Government of India Ministry of Personnel, Public Grievances & Pensions  LTC to Some Countries A proposal to provide Leave Travel Concession (LTC) to Government employees to visit some SAARC countries is in its initial stage of consideration. The details are yet to be finalized.  The purpose behind the proposal is to enhance people-to-people contact and bilateral ties in the SAARC region through increase in tourism in the region.  As per the Government’s order dated 26.09.2014, the Government has extended the facility of conversion of home town LTC to visit the states in the North East Region, Jammu & Kashmir and the UT of Andaman & Nicobar Islands for a period of two years up to 25.09.2016. This facility was first introduced in the year 2008.  Presently, no other proposal is under consideration for including more places under the conversion of Home Town LTC to anywhere in the country....

Will Air Travel Continue for the Next 2 Years? For a number of years, Central Government employees have been enjoying the benefits of Leave Travel Concession (LTC). When a Central Government employee is employed at a place that is not his home town, then, once every two years or twice every four years, he/she is eligible to reimburse the travel expenses incurred for travelling to and back, along with the entire family. A BLOCK YEAR consists of four years. The current block year runs from 2010 to 2013. This is divided into two – 2010-11 and 2012-13, and concession to travel to the home town is offered twice. Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Those who haven’t availed of the concession of the 2012-13 year block can utilize it in 2014.
