India Post to setup hybrid model Post Bank with separate employees  The Department of Posts, which has applied for a payments bank licence, has a hybrid model in mind to operate Post Bank of India. Reserve Bank Governor Raghuram Rajan yesterday had said while the banking sector is set to undergo changes in the next few years, "we are going to possibly have postal bank". According to a source, Communications and IT Minister Ravi Shankar Prasad has approved hybrid model suggested by Ernst & Young which prepared detailed project report on Post Bank of India (PBI). "E&Y has come out with three models but suggested preference to a hybrid model. Under which about 600 branches will be directly operated by PBI staff in post office premises and transactions in other parts of the country will be supported by India post staff," the official said. DEPARTMENT OF POSTS DOESN'T HAVE MAN POWER TO EXECUTE "RTI" ACT Nearly 13 months after Central Information Commission (CIC) directed to issue Right to Information (RTI) stamps instead of Indian Postal Orders and bank drafts or cheques to seek information from government departments, the Department of Posts has said printing presses don't have papers to print stamp papers. The reply, which the Department of Posts has given for non-compliance to the RTI filed by Delhi-based civil activist Subhash Chandra Agarwal, says: "Both the security printing presses at Nasik and Hyderabad do not have paper to print RTI stamps!'' Finance Minister Approves Setting-up of A Committee to Examine un-Claimed Amount Remained in PPF, Post Office and Savings Schemes and Recommend how this Amount can be Used to Protect and Further the Financial Interest of the Senior Citizens.              The Union Finance Minister Shri Arun Jaitley has approved the setting-up of a Committee under the Chairmanship of Deputy Governor, Reserve Bank of India(RBI) to examine un-claimed amount remained in PPF, Post Office, Savings Schemes etc and recommend how this amount can be used to protect and further the financial interest of the senior citizens. EMPLOYEES SHOULD IMPROVE PUNCTUALITY IN ATTENDING OFFICES Cabinet Secretary Ajit Seth has asked Secretaries of all central departments to intensify the crackdown on government employees who are found to be “habitually late” in reaching office. Seth, in his July 31 missive, has specifically cited concerns expressed by Prime Minister Narendra Modi in this regard.      Stating that the onus lies on the Secretaries to make the staff more work-oriented, the letter says that Modi has taken cognizance of some official reports which say that there has been no visible improvement in the ambience of the workplaces while “some officials have been habitually coming late” to work. “In some departments, the ministers have noticed the laxity in this regard. SELF-ATTESTATION OF DOCUMENTS IS SUFFICIENT FROM NOW - GOI DECISION

Citizens will no longer be required to get documents attested by a gazetted officer or file affidavits for government-related work, with the Centre deciding to settle for self-attested documents such as birth certificate and marksheets.  The Centre has also written to the state governments to do away with the requirement of attaching affidavits issued by notary or documents attested by gazetted officers with applications made to government departments.  This will save the common man the trouble of finding a gazetted officer or from spending money to get affidavits from a notary. Applicants to the government now only need to attach self-certified copies of their marksheet, birth certificate, etc. Self-attestation norms, however, will require them to produce the original documents at the final stage.  The switch to self-attestation in government-related work is based on the recommendation of second Administrative Reforms Commission in its 12th report titled 'C...

POSTAL SERVICES BEAT REVENUE TARGETS THREE YEARS IN A ROW

Postal Services in the country has beaten its revenue target three years in a row, exceeding the target by 9.5 per cent in fiscal 2013-14, Parliament was informed today. The government had set a revenue target of Rs 7,522.02 crore for the Postal Services in 2011-12, while the Department registered revenue of Rs 7,899.40 crore. "MY-STAMP" IS NOW ALL TIME FAVOURITE

‘My Stamp’ facility of the Department of Posts (DoP) seems to be serving as a good gifting option for many. Ever since the DoP launched the service, wherein one can get one’s photograph embedded on the postage stamp, the initiative appears to be a big hit. Many people utilise the service to gift personalised stamps to friends and relatives on special occasions such as birthdays, marriage anniversaries and retirement. “Every day, we get about six applications for My Stamps. In April and May, when many marriages were performed, nearly 600 applications were filed,” says M. Sampath, Postmaster General, Vijayawada Region. M. Ministry of Railway modifies the passenger fare revision circular in connection with Monthly Season Tickets (MST) and second class suburban fare The circular for revision of passenger fares issued by Ministry of Railways that was to come into effect from 25.6.2014 had among other things made a change in the way the fare for monthly season tickets (MSTs) was to be calculated.  In the existing system, the MST is 17-15 times the value of a single journey ticket for the same distance slab whereas the circular indicated that MSR fare would be now equivalent to 30 single journey fare for the same distance slab.  Inclusive of the 10% fare hike and 4.2% FAC, the new MST fares ranged 1.7 times to 3.5 times of the old MST fare.  Despite the fact that MSTs are highly subsidized,  Ministry of Railway has now decided to modify the fair revision circular and hence a decision has been taken to increase the cost of existing MST fare by only 14.2% inclusive of FAC, i.e., the Mon...
