GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past. SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request. Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience. On completion of tenure, the official has to be transferred out for operational reasons. Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience. In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" ...

My appeal to those who have gone to the court is try for promotion to Grade-III. Only four officials of HSG-I cadre of the circle have opted Grade-III. The remaining 28 from grade-III have already been called for for getting promotion to Grade-III. Hence it is better to withdraw the case otherwise if the court gives judgement after a few years, the grade-II officials will lose adversely. HSG-I officials are eligible to become senior postmasters after 2 years from which already 2 months of service has already been there. grade-II officials will become juniors, already became juniors by going to court. As per the recruitment rules, giving promotion to HSG-I and grade-III as per gradation list, as per seniority should not give rise to further problems. Hence, my sincerest appeal is to withdraw the court case and try for grade-III.
ReplyDeleteThis is the case of AP Circle where Grade-II officials have been considering for promotion to Grade-III.But in other circles nothing is going to be done in this connection.If other Grade-II officials have some information in this regard, I request them to please mention here. - M K Sharma (Postmaster Gr-II Baloda Bazar-493332 (CG Circle).

ReplyDelete1) Next year number of HSG-I officials getting promotion to Grade-III will rise
2) Now the position for getting into grade-III cadre is 4HSG-I:28Grade-III. The situation might change to 10:22 by next year.
3) If the court delays for a few years, HSG-I will become Sr.post Masters within two years logically speaking
4) Approach Chief Postmaster General,AP Circle for Grade-III at the earliest
5) No guarantee that the case can be won by grade-II. Even if wins, it will take years
