Central government employees drawing grade pay of Rs.5400 and above can travel by air for the tours performed on official duty and while proceeding on LTC. In addition to this eligibility, all Central Government employees can either fully travel by air or for partial distance depending on the classification of their post as “A”, “B” or “C”, while proceeding on LTC to North East Region and Jammu & Kashmir.
However, the air fare that is reimbursed by the Government for LTC will be restricted to LTC 80 fare relating to flights opertaed by Air India.
What is LTC 80?
LTC 80 is a scheme offered by Air India for booking air tickets when central government officers avail LTC. Prior to July 2009, tariff under LTC 80 was not very significant as officers were allowed to travel in private airlines while claiming LTC. In such cases rates under LTC 80 were reimbursed to officers irrespective the amount spent by them for traveling in private airlines.
However, after July 2009, except for travel to NER and J&K availing LTC, travel by private airlines while proceeding on LTC is not allowed and further officers are allowed to claim only the amount not exceeding the LTC 80 rates, when they traveled by Air India in the categories other than LTC 80.

2 Taxes, Fee and Charges
In addition to the above fares passenger service fee, Airport Development fee (wherever applicable) and service tax would be applicable.
a) Passenger Service fee is Rs. 229 except (a) Ex Jammu, Srinagar Leh where it is 207 and (b) ex Bangalore, Hyderabad and Kochi it is 221/-
b) Airport tax (UDF) ex Hyderabad Rs. 475, Bangalore Rs. 260, Jaipur Rs. 150, Amritsar Rs. 150, Trichy Rs. 150, Vishakapatnam Rs. 150, Udaipur Rs. 150/- Ahmedabad Rs. 121, Mangalore Rs. 150, Varanasi Rs. 150.
c) Service Tax would be additional.
3 Fare Rules:
Fee for Refund/revalidation/re-issuance is levied as detailed under:
(i ) First/Executive and Economy class under RBDs Y,B and M and LTC fares
(i a) On refund – Processing fee of Rs. 200 per coupon is levied.
(i b) No re-issuance and revalidation fee is applicable.
(ii) Tickets issued on fares (under RBDs H to T)
(ii a) Refund -Permitted up to 1 hr before scheduled departure of the flight against a refund fee of Rs.500 per coupon.
Refund of No-show ticket, permitted against a refund fee of Rs. 1500 per coupon.
(ii b) Revalidation / reissuance- Permitted up to 1 hr before scheduled departure of the flight against a change fee of Rs.500 per coupon.
Revalidation of No-show ticket, permitted against a change fee of Rs. 1000 per coupon.
(iii) Tickets issued on fares ( under RBDs E & S)
(iii a) Refund – Non Refundable.
(iii b) Revalidation / re-issuance -Permitted up to 1 hr before scheduled departure of the flight against a change fee of Rs.750 per coupon
Revalidation of No-show ticket, permitted against a change fee of – Rs. 1500 per coupon.
