TRANSFERS/POSTINGS IN THE CADRE OF POSTMASTER GRADE-III IN VIZAG REGION, A.P.CIRCLE.

Memo No.ST/24-75/PM Grade-III  dated at Visakhapatnam-17  the         13.08.2014

                                                         
                                    In pursuance of the orders contained in the Chief Postmaster General, Andhra Pradesh Circle, Hyderabad-1 Memo No.ST/4-2(P)/2011 dated 07.08.2014,  the competent authority has ordered the following promotions and postings/ transfers to the cadre of Postmaster Grade III against the vacancies for the year 2014, in the pay scale of Rs. 9,300-34,800 with Grade Pay Rs. 4600/- to the following  Postmasters Grade II officials  with immediate effect, on allotment to  this Region and until further orders.

2.                           The officials  should be relieved immediately  to join in the Postmasters Grade III post , in case  there are no vigilance/disciplinary cases pending against them. 

3.                          The Divisional Supdts. Concerned should relieve the officials forthwith with a direction to join in Postmasters Grade III before 14.8.2014 as the officials  have opted for the Postmasters Grade and hence   they are not allowed to withdraw the same.  The date of joining of officials  in the cadre of Postmasters Grade III may please be intimated immediately after joining of officials.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
