CADRE RESTRUCTURING IN POSTAL WING

IS CADRE RESTRUCTURE IN PA/SA & LSG/HSG-II/HSG-I CADRE IS A BOON OR SIN???

CADRE RESTRUCTURING FOR ANY CADRE SHOULD GIVE BETTER CHANNEL THAN EXISTING. WE HOPE THAT UNIONS HAVE FELL IN ADMINISTRATION TRAP BY ACCEPTING PRESENT CADRE RESTRUCTURE PROPOSAL.  LET ME EXPLAIN HOW....

AT PRESENT PA HAVING GRADE PAY Rs.4200/4600 ARE WORKING AS PER THEIR PLACE OF CHOICE IRRESPECTIVE OF THEIR CADRE i.e. IF HE IS IN PA CADRE OR DECLINING LSG.  IN FUTURE, THEY HAVE TO MOVE TO 'A' CLASS OR LSG OFFICES BY VIRTUE OF THEIR GRADE PAY AS ALL 'A' CLASS AND LSG OFFICES WILL BE FILLED UP BY Rs.4200/- GRADE PAY OFFICIALS.

SIMILARLY ALL 'B' & 'C' CLASS OFFICES WILL BE FILLED UP BY Rs.2800 GRADE PAY OFFICIALS.  SO ALL POSTAL ASSISTANTS WHO ARE IN GRADE PAY OF Rs.2800 WILL HAVE TO GO 'B' & 'C' CLASS OFFICES.

SO IS IT BENEFITED TO US OR NOT??????

REGARDING POST MASTER CADRE, THEIR ARGUMENTS ARE NOT BELIEVABLE. UNIONS SHOWING CROCODILE TEARS BY EXPLAINING THAT IN FUTURE THEY WILL FIGHT FOR "EQUAL WORK... EQUAL PAY" BASIS AFTER LSG/HSG CADRE RESTRUCTURE IS AGREED BY DoP&T.  AGAIN BOTH FEDERATIONS AND ITS AFFILIATED ASSOCIATIONS BETRAYED NOT ONLY ALL POSTAL WING OFFICIALS BUT ALSO POST MASTER CADRE OFFICIALS.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
