From recent past it is observed that the Postmaster Cadre officials are being a members of other Group C federated Trade Unions and asking a selected members of ad hoc body postmaster's association to go a head in the association process. Also they are calling them now and then to know about the current situation of the department and forming of an association at central level and for their local grievances. But they are ignoring that they are also forming part of that postmaster association which is going to be formed sooner or latter. Till that time they have to maintain a machinery at the root level to fight for the upcoming of the association after its recognition.

Also they are caught in the planned net of the existing federated unions as they are more in number and a ready made group to sit and corner the sincere officials by ignoring them to  be neutral. The decision to be with the existing outfit is nothing but laziness on the part of Postmasters to work to be united. 

It is seen those Postmasters who are getting good benefit through the existing federated unions are showing themselves as prominent leaders and confusing other fellow postmasters by proclaiming that they will sit at the union meeting and will ask the divisional administration to maintain staff shortage and other working inconvenience to those Postmasters who are no more wish to be the member of the federated unions.

Therefore all postmaster cadre officials are asked to give resignation from the existing Group C union as their constitution is not covering the RR of the Postmaster Cadre. Even though they are taking the issues of the Postmaster Cadre officials, they can take up the issue at par with the General Line officials, for whom the work quality is not expected by the administration and also the span of higher responsibility is very less ex. about 6 months to 1 year. Whereas the Administration expects newly passed Postmasters a lot and their span of working in the higher responsibility is about 25 years to 30 years.

Being in the present Group C union may give comforts for a short term for some benefited so called leaders. But that will not give results in long run for the Mass family of Postmasters cadre officials.


People are saying forming a separate association for postmaster will loose the strength of the Unions and the Unity. But you think Postmasters, those who are saying are already enjoying the Pay benefit and the consideration of flexible work environment in the department. WE are not forming this association to fight against anybody or breaking the unity of the staff in department. This association is must for  the carrier benefit of the Postmasters who are deprived the basic right by the creators.


Also in each and every circumstances, the divisional /Sub divisional administration is pressurising the Postmasters for to get done the work which is given by the department to do by themselves personally. At that time the federated unions are either separating the postmasters or back stabbing them to benefit their mass members.


If you want a decent recognition for your post, pay structure for your actual work and to maintain the dignity, you have no other way but to resign from the existing group and form a local body of postmasters. By this force we can show the unity of this cadre and get the real time benefit of this carrier chosen. Or else, you will be like a deer standing between the hunter and the lion. If you want to roar like a lion, you all should be united. To do Plans on this lines are highly invited. 

Do not hesitate to form an association on ad hoc basis at local level, resign from the existing unions to show your own strength.

Revised norms of work of Postmen----for information of supervisory cadre

Department in Memo No 9-1/2005-WSI/PE-I dated 5.2.2010 has revised the norms for Postmen establishment as follows. The revised norms will also be applicable for GDS MD as per note below Rule 106 of Volume VI Part III. The Head of Circles and Regional PMsG are requested to undertake a review of the implementation of revised norms after six months and provide the for assessing the impact of new norms and undetaking a fresh review if considered necessary.
