Postmaster Grade-I Re-allotment/allotments - Orders issued by A.P.Circle

In pursuance of Directorate orders contained in its letter no. A-34013/09/2013-DE dated 28.01.2014 circulated vide this office letter no.RE/1-22/PM/Gr-I/2013 dated 10-02-2014, Competent Authority has accepted the requests for declining the promotion for the post of Postmaster Grade-I from the following officials who have been  selected through the Postmaster Grade – I examination held on 30.06.2013 and not given the appointment orders yet.  The officials should note that they will not have any further claim to the Grade-I.

                   The Postmasters General, Hyderabad  / Kurnool / Vijayawada / Visakhapatnam Region are requested to issue necessary orders to the officials concerned immediately.  SSPOs, Hyderabad City Dn is also requested to take immediate necessary action in respect of  the officials working under his jurisdiction immediately on receipt of orders from the concerned regions.

On receipt of the posting orders the officials may please be relieved immediately to join in the identified Postmaster Grade I post in case there are no vigilance / disciplinary cases pending against them.

If the official is  drawing the pay band of Rs. 5200 – 20200 with grade pay of Rs. 2800/- and Rs. 9300 – 34800 with grade pay of Rs. 4200/-  is not eligible for any pay fixation under the provisions of FR 22(I) (a) (1).  If the official is not drawing the pay in the pay band referred to above may exercise their option for pay fixation under the provisions of FR 22(I) (A) (1) within one month from the date of assuming the charge in the new post.

The Postmasters General are requested to instruct the Divisional Superintendents concerned to relieve the officials forthwith with a direction to join in the Postmaster Grade I.   The date of joining of officials in the cadre of Postmaster Grade I may please be intimated in due course.

                   The charge reports should be sent to all concerned.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
