Commemorative Postage Stamp on former Cheif Minister of Punjab Shri Beant Singh : 17th December, 2013

It is leant that Hon'ble Prime Minister Dr. Manmohan Singh will release commemorative postage stamp in the denomination of Rs. 5/- to commemorate the martyrdom of Punjab Chief Minister Beant Singh on 17/12/2013.

The postal stamp releasing ceremony will be attended by Punjab MPs, including Communications Minister Kapil Sibal, Ambika Soni, all family members of Beant Singh. Besides them, all seniorPunjab Congress leaders including PCC chief Partap Singh Bajwa, Leader of Opposition Sunil Jakhar and other Congress leaders from the state, would attend the ceremony. Beant Singh was assassinated along with 17 others including three commandos at the Punjab secretariat on August 31, 1995 in a bomb blast. Beant Singh had become Punjab Chief Minister in 1992.

ENHANCEMENT OF FINANCIAL POWERS OF HSG, HSG-II AND LSG POST MASTERS ( THESE ORDERS ARE IN FORCE. GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
