          There are 10 clear vacancies and 6 vacancies on adhoc basis caused due to adhoc promotions given to the incumbents in Group A cadre.  Additionally vacancies are coming up due to long leave by the officers working in the cadre on regular basis.

          To man the above vacancies, adhoc arrangements are being made and continued for about 11 months before giving a break.  The same officer is being continued after break in the same Region/post, when there are no willing seniors to him. When a willing senior is available, the adhoc arrangements are being changed after the break.

          Till now, staff section of Circle Office is ascertaining the willingness of ASPs to work in Group B, on adhoc basis, and based on this information record is maintained in Circle Office, according to which adhoc arrangements are made strictly on seniority cum fitness basis.  Of late, it is noticed that some ASPs after expressing their willingness to work in a particular Region both orally and in writing are declining the adhoc promotion, if the postings are not to their liking.  Unless there are exceptional circumstances, such declinations of adhoc promotions after requesting for it in writing is highly irregular and causing avoidable work to the Circle Office.  With a view to ensure that adhoc promotions are made in time without causing any administrative inconvenience, it is decided to obtain the willingness  or otherwise of all the ASPs (upto 1991 IP  batch) and that of ST candidates down the seniority list.  A list of ASPs whose willingness is required to be taken is enclosed.  Kindly obtain and forward the willingness or otherwise of all the ASPs mentioned in the list (including those already working on adhoc basis) to reach Circle Office by 10-04-2012.

          While obtaining declarations, the officials may be told to keep the following in view.

1.    The willingness has to be given atleast for the Region.  Any willingness given for a particular post and not to the Region will be ignored.
2.    The willingness given is valid for a minimum of one year.  The officials will not be allowed to go back or change the willingness during this period.
3.    Once the willingness is given the officials should be ready to join the adhoc arrangement within 15 days of issue of order concerned without raising any personal issue and seeking any extension of time.

A copy of this letter is posted to the ASPs mentioned in the list with instructions to them to send their willingness through proper channel.  In  case of non –receipt of willingness or otherwise from those in the enclosed list it will be taken that they are willing for adhoc arrangement anywhere in the Circle and their names will be considered for Circle level adhoc arrangements according to their turn.

A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
