CIRCLE SECRETARY WROTE LETTER TO CHIEF PMG, A.P.CIRCLE ON FILLING UP OF VACANT GRADE-II & GRADE-III POST MASTER POSTS ON REGURAL OR AD-HOC BASIS

            officials  –  Request for filling up vacant Grade-II and III Post master post
            either on regular or ad-hoc basis - Reg.


Respected Sir,

      This is brought to the kind notice that nearly 28 and 15 Posts of Post Master Grade-II and Grade-III are vacant since one year owing to promoting Grade-I and Grade-II officials to the next cadre in the year 2014 and large number of LSG, HSG-II and HSG-I posts are being managed by Postal Assistants in the Circle.

            Unfortunately these Grade-II and Grade-III posts are being manned by Postal Assistants of that office which is unwarranted.  As Post Master Grade-I is feeder cadre for Grade-II and Post Master Grade-II is feeder cadre for Grade-III, these posts should have been filled up by feeder cadre officials either on ad-hoc or regular basis.  As per Directorate instructions contained in O.M.No.28036/1/2001-Estt(D) para-5 that ad-hoc appointments should be made in real exigency of work, where the post can not be kept vacant until regular candidate becomes available.  In our Department, Grade-II and Grade-III identified offices are of such nature that those posts can not be kept vacant in the larger interest of public as well as Department.  Due to manning by Postal Assistants in the vacant post of Post Master Grade-II and Grade-III, not only depriving the promotional chances to regular Post Master Grade-I officials but also those offices become defunct since one year.

            It is further to mention here that whenever ad-hoc promotions are inescapable in the exigency of service, it should be ordered from amongst senior Post Master Grade-I officials. It is a fact that a junior official cannot work in the senior’s post whereas a junior Postal Assistant official is working/officiating as Post Master Grade-II and Grade-III.  The same scenario is continuing in the General Line supervisors also i.e. LSG/HSG-II and HSG-I posts. 

            Therefore, this association urges your kind authority to issue ad-hoc promotions to the vacant posts of Grade-II and Grade-III in the Post master cadre line and also in General line till all posts are filled by convening supplementary DPC also. This will boosts up morality and promotional chances in the respective cadre so that resultant PA vacancies can be filled up in future and operational  efficiency will also increased in our circle.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
