Respected Madam / Sir,
I beg to put forth the following facts for your kind favorable consideration towards upholding the natural justice to the entire Postmaster Cadre.
I am working as a Postmaster Grade-II official in ………………….SO, ……………….…..Division, Andhra Circle from ……………, after having opted for Postmaster Grade -II under Initial Constitution Clause.
I had passed the Fast Track-Examination - 2003 and secured …….  position in Andhra Circle and I was inducted in to Lower Selection Grade (LSG) post in Andhra Circle on …………..  My Circle seniority position as per the HSG-II Gradation List dated 1-07-2010 issued by Andhra Circle is …….
          I got HSG-II promotion on ………….. by virtue of my seniority.  I worked on adhoc basis in the cadre of HSG-I from ……….. to ………., till the date of my joining in Postmaster Grade.
With zeal and enthusiasm to shoulder the emerging trends and technological development as well as to improve my career progression, I opted for Postmaster Cadre when the Department called for options from General Line LSG/HSG-II/HSG-I officials Posts to the newly created Postmaster Cadre vide memo no. No 4-17/2008-SPB-II Dated 22-11-`10
As I was in regular HSG-II at the time of exercising the option to Postmaster Cadre, I was posted as Postmaster Grade-II in ……………………. Region as per Memo No…………………………………………………... issued by the CPMG, Andhra Circle,Hyderabad.
Though some of the regular HSG-I officials had opted for Postmaster-III in reply to the Department`s notification, the department did not constitute the Postmaster Grade-III under Initial Constitution Clause in most of the circles except, in Andhra Pradesh, Madhya Pradesh, Punjab and Himachal Pradesh Circle (10,3, 1 & 2 respectively).   Perhaps filling of those  Postmaster, Gr-III posts indicates sufficient implementation of Initial Constitution Clause of the relevant Recruitment Rules. 
 However now the Directorate has issued orders to fill up the HSG-I posts adhering to the existing Recruitment Rules for promotion to HSG -I from General line officials (which has prescribed a minimum of 3 years service of HSG-II for promotion to HSG-I) vide letter No. 04-44/201Z-SPB.ll  Dated 18-04-2013 after 2 complete years from the date of notification for creation postmaster cadre and initial constitution of Postmaster Grade III.
As per the latest promotional orders issued by Chief PMG, Andhra Circle, Hyderabad in Memo No.ST/4-1(P)/2013 dated 20.05.2013 promotion to HSG-II officials to HSG-I in  General Line has been ordered. Since promotion of the Postmaster Cadre officials is in the hierarchy of Postmaster Cadre only, hence, there is no grievance in this regard from my side.
But, consequent up on the above promotions, the Directorate in  letter No.04-28/2013-SPB-II Dated 15-05-2013,  has also called for  fresh options to fill up the posts of Postmaster Grade-III under Initial Constitution Clause from amongst the HSG-I officials including the  newly promoted HSG-I officials.
It has also been instructed by the Directorate  to fill up the residual vacancies in Postmaster Grade -III posts as per the relevant recruitment Rules, after filling up the post of Postmaster Grade -III posts from amongst the HSG-I officials including the  newly promoted HSG-I officials.

This would definitely be detrimental to the welfare, seniority and promotional interest of the basic senior officials like me who would now be in Postmaster Grade-III if not opted for Postmaster Grade-II immediately responding to the Directorate's call to shoulder the responsibility to face the current day's challenge before the Department
A scrutiny of the HSG-I promotion list issued by Andhra Circle, revealed that officials at serial no ………. to ……..   are junior to me in the erstwhile circle Gradation list of LSG/HSG-II.
A comparative Gradation list seniority as on 01.07.2010 with my immediate junior who has been promoted to HSG-I now, is furnished here under:

In this regard I beg to submit the following for favour of your kind sympathetic consideration.
1.     Initial Constitution Clause of the Recruitment Rules for Postmaster Grade-III has already been implemented in Andhra Pradesh, Madhya Pradesh, Punjab and Himachal Pradesh Circle as detailed above, its further implementation is nothing but an injustice to me as well as against the Principle of Natural Justice.
2.     As initial constitution was not done on same platform / footing with same cutoff date from the base cadres, my juniors in LSG/HSG-II would directly overtake me in seniority in Postmaster Grade -III in case they give option to Postmaster Grade -III as per notification No. 04-28/2013-SPB-II Dated 15-05-2013 and naturally  they would rank  senior to me, even though I am offered the  residual vacancies of Postmaster Grade-III post after I become eligible for the Postmaster Grade-III post. 

Had the carving out the Post of Postmaster Grade -I, Grade-II ,Grade-III and Senior Postmaster under  initial constitution was done simultaneously, the inter-se seniority would have been maintained at all time and there would be no grievance from my side.

Anticipating that I would become a Group- B officer sooner or later in Postmaster Grade, I had opted for Postmaster Grade-II. Now my juniors have been requested to give option for Postmaster Grade -III posts without giving any remedy to the seniors resulting in my balance of 16 years service would be without the anticipated or expected career progression to Group-B level.
In these circumstances I humbly request your good self to consider sympathetically the following Prayer to up hold seniority concept in promotion and render natural justice to the entire Postmaster Cadre officials.

As I am senior (in the erstwhile Circle Gradation list of LSG/HSG-II) to the officials from serial No. ……..  to   ………  of the recent HSG-I Promotion order dated 20-05-2013 of Chief PMG Andhra Circlemy  inter-se seniority may kindly caused to be  kept intact in the Postmaster Grade also by notionally promoting me to POSTMASTER GRADE-III and include me in the Postmaster Grade -III either in relaxation of normal rules or under Initial Constitution Clause or otherwise as deem fit and proper treating me as  one who had  opted to Postmaster Grade-III notionally from the date my immediate  junior is promoted to Postmaster Grade-III under Initial Constitution Clause

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
