DEAR POSTMASTER,


ALL POSTMASTERS (POSTMASTER CADRE) IN INDIAPOST MUST BE VERY CLEAR NOW THAT THE POSTMASTER CADRE IS A SEPERATE CADRE IN THE RULES AS PER THE LETTER ISSUED BY THE DIRECTORATE IN WAKE OF THE CAT JUDGMENT AGAINST  THE  OA no 640/2011 filed by Shri Subrat Kumar Mahali before Hon'ble CAT, Cuttack Bench.

 ALSO THE DIRECTORATE IS WAITING FOR THE RESPONSE  FROM THE POSTMASTER CADRE OFFICIALS FOR ALLOWING THEM TO APPEAR FOR THE IPAND GR B LDCE AS EXPRESSED IN THE REPLY GIVEN IN THE Minutes  ON THE POINTS 18 AND 19 RELATED WITH THE POSTMASTER CADRE IN the meeting dated 21.05.2012 taken by Secretary (Posts) with Postal Joint Council of Action (PJCA) IS REPRODUCED BELOW :
18.      Allowing the Postmaster’s cadre officials to appear for IPO/PSS Group-B examination.
it was decided to review it after some time keeping in view the merits and demerits of the proposal as well as the response of the officials opting for Postmasters cadre.
19.      Orders permitting the Postmaster cadre officials to officiate in HSG-I vacancies. it was decided to review it after some time keeping in view the merits and demerits of the proposal as well as the response of the officials opting for Postmasters cadre.


THEREFORE IT IS THE TIME TO FORM AN ASSOCIATION TO TAKE UP OUR CADRE RELATED ISSUES TO HIGHER UPS.
IT IS NECESSARY TO FORM AN CENTRAL HEAD QUARTER (chq). HENCE THE ALL INDIA POSTMASTERS MEET IS FIXED AND WILL BE ORGANISED BY MAHARASHTRA CIRCLE  IN MUMBAI ON 1ST OCTOBER 2012. I HOPE AS PER  TELEPHONIC DISCUSSION WITH OUR CO ORDINATORS AND THE RECEPTION COMMITTE REPRESENTATIVE BY ALL THE CIRCLE POSTMASTERS AND THE CO ORDINATORS PLEASE BRING THE CONSENT LETTER FROM ALL THE POSTMASTERS OF YOUR RO/CO. THE DELEGATION FEE IS FIXED AS RS.500/- BEFORE THAT I WOULD LIKE TO REQUEST ALL CIRCLE CO ORDINATORS TO PROVIDE THE DATA OF THE POSTMASTERS IN YOUR CIRCLE IN THE FOLLOWING DETAILS IN EXCEL FORMAT AND email to ,    rajivdjan@gmail.com,

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
