HIGH LIGHTS OF 7 CPC FOR POST MASTER CADRE

1) OUR GENUINE DEMAND TO GRANT GP Rs.4200 FOR GRADE-I POST MASTER HAS NOT BEEN ACCEPTED BY THE CPC.  

2) NO CHANGE IN PAY SCALES FOR HSG-I, HSG-II AND LSG CADRE SUPERVISORS.

3) NEW PAY FIXATION:- MULTIPLY YOUR EXISTING BASIC PAY+GRADE PAY WITH 2.57 AND FIX YOUR NEW BASIC PAY IN NEXT ABOVE IN THE PAY MATRIX IN YOUR GRADE PAY.

I.E. IF YOUR EXISTING BASIC PAY IS Rs.16490/- IN GP OF Rs.2800;  MULTIPLY WITH 2.57 THEN Rs.42380(ROUNDED OFF TO NEXT 10) THEN FIX YOUR NEW BASIC PAY AT Rs.42800

4) HRA IS BEING FIXED AT 24, 16 AND 8% FOR X,Y AND Z CLASS;  IF DA  CROSSED 50%, HRA WILL BE FIXED AT 27, 18 AND 9%; IF DA CROSSED 100%, HRA WILL BE FIXED AT 30,20 AND 10% RESPECTIVELY.

5) 7 CPC RECOMMENDED TO PERMIT POST MASTER CADRE OFFICERS (GRADE-II & III) FOR SR.POST MASTER EXAMINATION FOR 75% OF SR. POST MASTER VACANCIES THROUGH LDCE BESIDES CONTINUING 25% OF VACANCIES THROUGH SENIORITY AMONG GRADE-III POST MASTERS. (SEE PAGE NO.470 PARA 11.8.18 IN CPC REPORT)

6) SB ALLOWANCE, FESTIVAL ADVANCE, MOTOR CYCLE ADVANCE, FAMILY PLANNING ALLOWANCE, CYCLE MAINTENANCE ALLOWANCES ARE ABOLISHED.

7) TRANSPORT ALLOWANCE RETAINED. BUT NO CHANGE.

8) INSPECTOR POSTS GRADE PAY RECOMMENDED TO ENHANCE TO Rs.4600; Rs.4800 FOR ASP AND Rs.5400/- FOR SUPERINTENDENT;

9) THE ACTUAL RAISE/FITMENT BEING RECOMMENDED BY 7CPC IS 14.29% ONLY.

10) OFFICIALS OCCUPYING POST ATTACHED QUARTERS, THEIR NET INCREASE IN SALARY IN 14.6% ONLY.

THIS IS THE LEAST FITMENT RECOMMENDED BY ALL CENTRAL PAY COMMISSIONS SINCE 70 YEARS.

  1. REPORT IS VERY BIG, BUT BENEFITS TO THE PM CADRE ARE VERY LESS. IT COULD HAVE BEEN BETTER IF WE HAVE OPTED IP CADRE RATHER THAN PM CADRE.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
