LETTER FROM ORGANISING COMMITTEE, ALL INDIA CONFERENCE OF AIAPS(GL) HELD AT HYDERABAD


Dear Postmasters, Supervisors, Members, delegates and Patrons
           
            It is a grand successful, scintillating and memorable All India Conference conducted by AP Circle from 08-09-15 to 11-09-15 at Hyderabad.

            This could have not happened without the help of you.  The support which you have extended to the organizing committee in all the spheres of activity is most commendable.  The confidence which you have shown on us has increased our responsibility towards the association.  We will stand for the standards you have set for us.

            We, the organizing committee are very thankful to every delegate who attended the conference and those who remotely helped us to conduct the conference. 

            All India Committee is very much happy and appreciated every one of us in conducting the conference so grandly and discussing the issues with very much zeal in the meetings.  We could achieve 100% satisfaction in conducting the conference with help of every one of you.

            We, President, Secretary and Treasurer, are specially, thankful to the Postmasters of Hyderabad City Region who have extended their all out support and 100% attendance in the conference,  also thankful to the organizing committee by name  Sri G Ravinder, Sri Subbarayudu , Sri MGS Prasad,  Sri R Anil Kumar,   Sri P Suresh Goud, Sri Y Satish Kumar, Sri K Sudhakar, Sri Ambedkar Raju, Sri P Usman Ali Khan, Sri Rajeswara Rao, Sri Hari Prasad, Sri BS Kumara Swamy, Smt Rajani,                      Sri D Chandrasekhar and all the AP Circle members.

            Our Circle has been given the following posts at CHQ, congratulations to the newly elected CHQ members:

            2.         Sri R Anil Kumar                  Org Secretary
            3.         Sri BS Kumara Swamy       Asst Treasurer

            We have spent an amount of Rs 85,000/- to organize the AIC and collected an amount of Rs 70,000/- as delegate fees and contributions from all the members and patrons.  It is requested from our members/patrons who have not send their contributions may please remit to your regional representatives/treasurer/secretary to improve our association financial status.

            We once again congratulate and thank each and every person who extended their support in conducting this 19th All India Conference of AIAPS so elegantly and successfully at Hyderabad.               LONG LIVE AIAPS

RESOLUTIONS PASSED IN ALL INDIA CONFERENCE OF AIAPS(GL) HELD AT HYDERABAD FROM 08.09.15 TO 11.09.15


Minutes/resolutions of AIC held at Hyderabad from 08-09-15 to 11-09-15 are as follows:
1.         Name of the association will be changed from All India Association of Postal Supervisors (GL) to ALL INDIA ASSOCIATIO OF POSTMASTERS AND SUPERVISORS.  A letter will be prepared accordingly and intimated to Hon’ble court and Directorate.

2.         As one time measure, vacant Grade II offices should be filled up by the Grade I officials immediately as these offices are lying vacant for more than a year.

3.         100% filling of all LSG/HSG-II/HSG-I posts with the eligible officials by conducting supplementary DPCs till the last post is filled.

4.         Initial constitution of  Sr Postmaster posts to be initiated immediately and left over posts to be filled up by the eligible Grade-III officials.  100% Sr Postmaster posts to be filled from Grade III Officials only.

5.         Financial powers of Postmasters should be increased to Rs 1000/-, Rs 1500/- and Rs 2000/- to LSG/Grade I, HSG-II/Grade II,  HSG-I/Grade-III respectively.

6.         Permission to appear  Group-B examination for Grade I/II/III officials be granted immediately.  Permission for Postmaster Grade Officials to appear for Sr Postmaster examination conducted by department.

7.         HSG-I/Grade-III posts to be identified as Gazzetted rank.

8.         HOs identified for ASPOs cadre to be converted for General Line/Grade III cadre immediately in all the circles as per the Directorate instructions.

9.         All India Gradation list should be prepared and circulated for Grade III officials.

10.       Charter of duties for Postmaster Cadre to be prepared and circulated by Directorate.

11.       All the orders issued by the Directorate should be implemented in principle by all the circles uniformly within a time frame. 

12.       2nd and 4th Saturdays to be identified as holidays for operative staff.

13.       As HSG-II/Grade-II, HSG-I/Grade-III officials are Group-B Non-gazzetted rank, these officials are not be permitted to be members of any Union.  Letter issued by the directorate on this regard should be revoked and re-circulated immediately.

14.       MACP II/III officials may be permitted to be the members of AIAPS and more posts should be identified for these officials as Supervisors.

15.       Subscription for AIAPS to be raised to Rs 50/- per month.


16.       RMS supervisors are to be affiliated to our association.

The question of enhancement of the powers were being examined in the Directorate in view of the rise in the prices and it has been decided to enhance the powers given to HSG & LSG Postmasters from Rs.30 & Rs.20/- respectively on each occasion to Rs.60/- & Rs.40/- respectively on each o
GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
