Respected Sir,


            This is to bring to your kind notice that Post Master cadre was created in the year 2010 with great expectations by the Department.  After completion of 5 years of journey, it is proven that Post Master Cadre officials brought back glory of India Post to some extent and are trying to set-up industry standards in their offices.  One hand Divisional Heads are shouldering responsibilities on the Post Masters in the area of Business Development other hand some Divisional Heads are not allowing to exercise statutory powers granted by the Department for Post Master cadre officials only on a plea that there are no orders to that effect.

            The matter was taken up by members of this association individually with their Divisional Heads and no one received reply from respective Divisional Heads.  When Post Masters Association was in existence, two years back, this item was taken up in the informal four monthly meeting with Circle Office but no fruitful results came out.

            In this regard, I herewith enclose copies of reply given by the Circle Office and Directorate on RTI information sought on the same items for your perusal.  It is clear that Post Master Grade-I and Grade-II are competent to grant E.L. to MTS and Post Men working in their office and they can assess APAR of his sub-ordinate staff.  Further, Directorate also clarified that offices headed by Post Master Grade-I and Grade-II are should be treated as separate units. It is imperative to mention here that a Post Master can not run the office without administrative powers in the present scenario. 

            Therefore, I earnestly request your kind authority to issue suitable instructions to all concerned to implement the orders of Directorate uniformly in all the divisions of AP Circle in true spirit.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
