Time to take a wise decision.

Dear Postmasters,

       You know that we are all struggling since 2 years for redressal of our day to day problems with the administration.  But, we couldn’t succeed due to one or another reasons.  We have set up an association at Circle Level and elected ad-hoc body for taking up our problems.  Though succeeded to some extent, we couldn’t solve most of the issues as we are following Maharashtra Postmasters association for getting recognition by the Directorate/Circle office.  Efforts made by Maharashtra Circle are still pending with Directorate.  They didn’t come for our membership verification.

       On 12.01.2014 Postmaster Association, Maharashtra circle have taken a decision to join in the existing Postal Supervisors Association which is having Department recognition for getting all kinds of facilities of a recognized association.  In postmasters Maharashtra blog also they advised other circles also to try like this.

       Now our C/S SriD.S.K.Prasad had contacted General Secretary of All India Postal Supervisors Association (GL) Sri Manoj Bharadwaj today.  He has agreed to join us on confirmation from our Postmaster members. It is right time to take a wise decision to strengthen association and to redress our problems and get formal meetings with Chief PMG as well as Regional PMsG.  If we get recognition, we will have a right to participate in ensuing Cadre Restructuring meeting and also have a right to submit a memorandum to 7th CPC also for betterment of Postmaster Cadre.  We will also get an opportunity to bargain Directorate on our promotional avenues….

Therefore, all Grade Postmasters are requested to send their opinion “YES” or “NO” through e-mail to dsivarama@gmail.com by 31.01.2014 positively.  After this we will arrange a meeting at Circle level for taking further necessary action.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
