                Please supply the following information under RTI act-2005

In your office Memo No. PTC/STA/3-1/2012 dated at Madhurai  625022 the 19.02.2013 volunteers for two posts of instructor was asked .  in that you mentioned Post Master Grade officials are not eligible to apply the above post
My questions are

1)      Why the Post Master Grade officials are not eligible to apply the above post please intimate the reason
2)      Please supply the copy of rulings in this regard  (Non eligibility post master Grade officials)
3)      File noteings  in this regard.
4)      Copy of D.G rulings if any  in this regard.

1)      Who is the competent authority to grant the all kinds of leaves to postman, Group-D (MTS) and GDS staff in LSG, HSG-II and HSG-I offices?
2)      Who is the competent authority to Maintain APARs to postman staff in LSG, HSG-II and HSG-I offices?
3)      Who is the sub appointing  & disciplinary authority to GDS staff in LSG, HSG-II and HSG-I offices?
4)       How the Post Master Grade cadre is created, How many Grades created and how many post are created . The created post are newly created posts or supernumerary posts ?
5)      What is the difference between LSG, HSG post master and Post Master Grade officials
A)     Duties wise b) responsibilities wise c) Powers wise   please intimates the detailed difference
6)      Now where the Grade Post Master are working  (offices List in A.P)
7)      Is Post office name is changed as Grade post office  instead of LSG, HSG

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
