POSTMASTERS ARE NOT PARTICIPATING IN 16.03.2017 STRIKE

As we know, We are not in JCA and nobody consulted with us to be the part of their JCA. Proper respect and recognition is must towards all our Postmaster cadre members and as well as Supervisors.

During September 2016 strike also JCA team were not consulted with us to form the JCA. But during the strike, local office bearers have requested to participate in that September strike after knowing the importance of the Postmasters and supervisors. Without the support of the postmasters and supervisors NO STRIKE CAN BE SUCCESSFUL.

Though this strike is projected that for the general cause, all the sectional demands were placed except postmasters and supervisors. After neglected the sectional demands, how could local office bearers are requesting the Postmasters to participate in this strike? In this strike charter of demands also Casual labors issue, GDS issue, LDC/UDC clerks issue were taken and every sectional demands were placed except Postmaster cadre and supervisors.

For the past 6 years Postmaster Cadre officers were deprived from almost all the due rights viz., Cadre restructure, Pay disparity with general line, PS Group B exam debarment, Recruitment rules negative interpretation, All India Grade III seniority list issue, Not filling up the Senior Postmaster posts etc.,. Though no agitation programs of JCA was included with Postmaster cadre demands for the past 4 years.

Because of not consulting with the Postmasters to form JCA, because of the continuous neglect of Postmasters in the sectional demands, it is decided to NOT to participate in this 16.03.2017 and all the Postmaster Grade offices shall be kept opened in this 16.03.2017 strike.

All the Postmaster Grade I/II/III officers and Supervisors are requested to attend the duty on 16.03.2017 to run the office as per the available staffs without fail.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
