Railways cadre restructuting. When it is possible for Railways , why not India Post can undertake cadre restructuring?

NFIR today issued a Press Statement  on the issue of  upgradation of 3335 posts from Group ‘C’ to Group ‘B’ (Gazetted).Since it has been approved by the Minister of Railways and the proposal has been sent for the clearance of Ministry of Finance, the Federation expressed its gratitude to the Ministry of Railways and urged the railway board  for issuance of orders before Dussehra

Upradation Benefit for Railway Employees on the eve of Dussehra
The National Federation of Indian Railwaymcn (NFIR) thanks the Railway Ministry for agreeing to issue Orders pertaining to Cadre Restructuring and upgradation of 3335 posts from Group ‘C’ to Group Group ‘B’ (Gazetted) after due consultation and approval of Ministry of Finance.
About 3.5 lakh employees are expected to be benefited on account of cadre restructuring all over Indian Railways. The Cadre Restructuring Committee (CRC) meetings had taken place from 2010 and the last CRC meeting had taken place on 22nd  February 2013.
These decisions are expected pursuant to the consistent dialogue and struggle of NFIR affiliates with the Railway Ministry.
General Secretary, NFIR had spoken to Railway board today morning and urged for issuance of orders before Dussebra.

A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
