ATTENTTION DEAR GRADE-II POST MASTER

 DEAR POST MASTERS,

        I ALONG WITH SRI. D.S.K.PRASAD,POSTMASTER GR-I, VIJAYANAGAR COLONY, HYDERABAD MET SRI.KRISHNAN, GENERAL SECRETARY OF NFPE ON 19.04.13 REGARDING PROMOTION TO THE CADRE OF GRADE-III.  HE TOLD THAT THE GRADE-III POSTS WERE FILLED THROUGH HSG-I OFFICIALS, WHICH THE DPC CONDUTED IN THE MONTH OF MAY FIRST WEEK.  WE RAISED THE  SENIORITY AND FINANCIAL LOSS OF OFFICIALS WHO ARE WORKING IN THE EXISTING GRADE –II.  HE REPLIED THAT YOU HAVE TO WAIT UPTO COMPLETION OF 5 YEARS IN THE GRADE.

        IT IS LEARNT THAT THE UNIONS ARE NOT SUPPORTED TO THE POST MASTER CADRE.  HENCE WE SHOULD WAKE UP WITH OURSELVES AND FIGHT WITH ADMINISTRATION INDIVIDUVALLY.

        ON 22.04.13, I ALONG WITH SRI.J.SUBBARAYUDU,PM GR-II,MALAKPT COLONY, SMT.P.RAJESWARI, PM GR-II,PUTLIBOWLI, SRI.D.S.K.PRASAD,PM,GRI,VN COLONY  VISITED CIRCLE OFFICE.  IT IS LEARNT THAT, HSG I POSTS ARE BEEING FILLED BY THE HSG II OFFICIALS AND THE PROCESS MAY BE COMPLETED BY FIRST WEEK OF MAY.  AT PRESENT THERE ARE NOT FILLING THE GRADE III POSTS. 

        THE GRADE-III POSTS MAY BE FILLED ONLY ON INSTRUCTIONS FROM THE DIRECTORATE.

        HENCE IT IS REQUESTED SEND THE INDIVIDUAL REPRESENTATIONS BY POST TO THE CIRCLE OFFICE AND DIRECTORATE THROUGH PROPER CHANNEL AND SEND DIRECT COPIES TO SAVE DELAY.

        IN ORDER TO THIS ONE COPY OF REPRESENTATION SHOULD BE SENT THROUGH FAX TO DIRECTORATE, FOR IMMEDIATE INTERVENTION.

  1. This is totally frustrating & demoralising for the Postmaster cadre officials. What was the reason to create this cadre? Only to restrict these qualified & efficient officials at the below grades to improve the functioning of the Deptt. at ground level.

  3. First we should go through the representation and wait for the suitable action by the Deptt in this regard. If no action would be taken to save our seniority and legitimate rights within specified period, we should fight for a single demand i.e. ABOLITION OF POSTMASTER CADRE.

The question of enhancement of the powers were being examined in the Directorate in view of the rise in the prices and it has been decided to enhance the powers given to HSG & LSG Postmasters from Rs.30 & Rs.20/- respectively on each occasion to Rs.60/- & Rs.40/- respectively on each o
GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" under SR-114.      It
