Teachers not to be deployed for non-educational purposes-Lok Sabha reply

The Minister of State for Human Resource Development, Dr. Shashi Tharoor has said that no teacher shall be deployed for non-educational purposes other than the population census, disaster relief duties or duties relating to elections to the local authority or the State Legislatures or Parliament, as per the Right to Education Act (RTE), 2009.

He said that the National Knowledge Commission has also recommended that the imposition of a wide range of non-teaching duties, such as that of manning poll booths and collecting data for surveys etc., cuts into the available teaching time and also undermines the professional status of teachers. He added that these activities should be shared out among a wider range of public employees or even those hired specifically for the purpose, and the burden of such work on teachers must be reduced.

This information was given by Minister of State, HRD, Dr. Shashi Tharoor in a written reply in Lok Sabha.

GRANT OF TA & TRANSIT (TA & TP) TO OFFICIALS TRANSFERRED ON COMPLETION OF TENURE TO THE PLACE OF THEIR CHOICE . A proposal on grant TA and transit to officials who are transferred on completion of tenure to the place of their choice was under consideration in this Directorate for sometime past.      SR-114 governs TA on transfer distinguishes between transfer for public convenience and transfer on own request.  Although transfer on completion of tenure in one office has not been specifically referred to in this rule, yet the transfer on completion of tenure is a transfer for public convenience.  On completion of tenure, the official has to be transferred out for operational reasons.  Therefore, such a transfer is mandatory, while posting to a place of choice is secondary and subject to public convenience.  In view of this posting to a place of choice after completion of full tenure may not be normally termed as a "transfer on own request" ...
