Respected Sir,

            With due respects, this association would like to bring following issue for kind information and cause to issue benevolent orders, early.

            Postal Directorate vide letter cited under reference had issued instructions in the month of April, 2016 to fill up vacant Post Master Grade-II and Grade-III Posts with eligible Grade-I & II Post Master officials as per their eligibility criteria.  Unfortunately, in our circle, the said orders were not implemented even after 3 ½ months for some or other reasons.  On account of delay in implementing these orders, some of this association members retired without promotion at the verge of their service namely Sri P.Ananda Raju, PM Grade-I, Nidadavole SO(VJ Region) retired on 31.05.16 Sri V.Satyanarayana Rao, Kurnool Region  retired on 30.06.16 and Sri B.Venkat Reddy, Kurnool Region; Smt. V.Rajeswari of HCR are also going to be retired within months time. These officials opted for Post Master Cadre at the time of initial constitution with a fond hope to get promotion earlier than General line, but their hopes are exhausted and are being retired without getting promotion even after completion of more than 35 years of service in this department.  Further, Directorate orders are implemented in many circles viz., Tamilnadu, Maharashtra, Odisha and Chattisgarh circles and officials of those circles have already been joined in the promoted posts and our circle Post Masters will become junior to them while preparing common seniority list in the cadre of

Senior Post Master Cadre, in future. This will severely harm the promotional chances of the Post Masters of AP Circle. It is also pertinent to mention here that due to inordinate delay in implementing orders of Directorate, Post Master cadre officials are thrown in severe financial loss in the pay fixation on account of 7th CPC which results recurring loss in their entire service.

            Therefore, this association urges your kind authority to take appropriate steps immediately for filling up of vacant Grade-II, Grade-III Post Master posts in Andhra Pradesh Circle to avoid further financial loss and unrest among the officials working in Post Master Cadre.

Sri D.S.K.Prasad, C/S along with members of the association Sri M.Srinivasa Reddy, Treasurer and PM Gr.I, Srinagar Colony SO, Sri Prasad, PM Gr.I, Himmatnagar SO, Sri Prahladudu, PM Gr.I, Sitaphalmandi SO and Sri R.Anil Kumar, PM Gr.I, Kankipadu SO met Smt.Radhika Chakravarty, DPS(Hq), AP Circle and Smt. T.M.Srilatha, DPS(Hq), Telangana Circle and submitted associaion letters to them and requested to expedite the process of conducting DPC in r/o Gr.II and Gr.III Post Master promotions.  Both officers given assurance to clear DPCs by September, 2016 positively.  It is further learnt from officers of Circle office that by August month ending, process of bifurgation will be completed and in the month of September, 2016 promotions will be finalised. Let's hope that Circle Administration will stands on thier promoses.

Cabinet approves Implementation of the recommendations of 7th Central Pay Commission

  The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7 th  Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016. In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5 th  CPC, and for 32 months at the time of implementation of 6 th  CPC.  However, this time, 7 th  CPC recommendations are being implemented within 6 months from the due date. The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year.  The recommendations will benefit over 1 crore employees.
